Our laburnaum has no leaves this year and the flower fronds have stopped growing at only one inch and are dead

Our laburnum tree is 25 years old this year and has no leaves and the flower fronds have stopped growing at less than 1 inch and are now dying. What can be wrong? The branches are dry when we break them off but only where no flower fronds are. There is lichen growing on it and this should mean good air quality. Any suggestions?

If you're in the UK,your laburnum has probably been affected by the frost and snow at Easter.

After a warm early spring,this has killed off a lot of new growth.Chances are the tree will revive next spring.
